Malaysian Technical Cooperation Programme (MTCP) - Protocol and Etiquette Course for Timor-Leste Officials and English Training and Diplomatic Mediation Programme (ETDMP)

From 11 to 22 November 2024, the Centre for Languages and Cultural Diplomacy (CLCD), Institute of Diplomacy and Foreign Relations (IDFR) conducted two courses under the auspices of the Malaysian Technical Cooperation Programme (MTCP) - Protocol and Etiquette Course for Timor-Leste Officials and English Training and Diplomatic Mediation Programme (ETDMP). These initiatives, organised at the request of Lao PDR and Timor-Leste, aimed to enhance diplomatic skills and foster cross-cultural understanding. The programmes brought together 28 participants from Timor-Leste, Cambodia, and Lao PDR, underscoring Malaysia's unwavering commitment to South-South Cooperation (SSC) and regional development while marking another milestone for IDFR.


The Protocol and Etiquette Course was specifically tailored for 14 officials from various ministries and agencies in Timor-Leste. Participants delved into the core principles of diplomatic protocol, including the order of precedence, the Vienna Convention on Diplomatic Relations, and the art of hosting diplomatic events. Practical sessions focused on non-verbal communication, body language, and dining etiquette, equipping participants with the skills necessary for effective diplomacy. These competencies are vital for maintaining decorum and respect in international relations, ensuring that Timor-Leste's representatives are well-prepared for their roles on the global stage.


Meanwhile, 14 officials from Cambodia, Lao PDR, and Timor-Leste attended the English Training and Diplomatic Mediation Programme. This course aimed to enhance participants’ proficiency in English, particularly in diplomatic contexts, while providing comprehensive training in mediation techniques. Participants explored negotiation strategies, the stages of mediation, and conflict resolution tactics. Through case studies and practical exercises, they developed the ability to navigate complex diplomatic scenarios with patience and neutrality, skills that are crucial in fostering regional stability and resolving disputes.


Beyond the classroom, participants from both courses immersed themselves in experiential learning and cultural activities. Guided tours of Kuala Lumpur and Putrajaya showcased Malaysia’s vibrant multicultural heritage, while visits to Sabah and Sarawak offered a closer look at the complexities of regional governance. These excursions provided participants with valuable insights into the coordination between federal and state governments in policy implementation, fostering networking opportunities and the exchange of ideas. By experiencing Malaysia’s rich diversity firsthand, participants deepened their understanding of cultural diplomacy and its role in building bridges across nations.


The courses concluded with a joint closing ceremony on 22 November 2024 at the Raja Laut Ballroom, IDEAS Kuala Lumpur. In his closing remarks, Dato’ Syed Bakri Syed Abdul Rahman, Director General of IDFR, congratulated the participants and underscored the critical role of diplomacy as a tool for fostering peace and international cooperation. He encouraged participants to apply the knowledge and skills gained during the programmes, highlighting the importance of respect, empathy, and effective communication in their diplomatic engagements. Dato’ Syed Bakri also presented certificates of attendance to the participants, marking the successful completion of the courses.


Also in attendance were Mr Phetwilaychanh Souvannarath, Minister Counselor of the Lao People's Democratic Republic; Ms Adelina Martins, First Secretary of the Democratic Republic of Timor-Leste to Malaysia; Ms. Azzizatul Ain Sabani, Assistant Secretary of International Cooperation and Development Division (ICADD), Wisma Putra and Embassy Representatives of the participating countries.


Overall, IDFR received positive feedback from the participants who felt that they have gained valuable knowledge and skills and established new network that would assist them in the future.
