MALAYSIAN TECHNICAL COOPERATION PROGRAMME (MTCP): Diplomatic Training Course for Timor-Leste Officials

The Institute of Diplomacy and Foreign Relations (IDFR) successfully conducted the Malaysian Technical Cooperation Programme (MTCP): Diplomatic Training Course for Timor-Leste Officials from 17 to 24 October 2024. This program brought together 20 government officials from Timor-Leste, representing various ministries such as Foreign Affairs, Health, Commerce, and Defense, for a week of focused learning in Kuala Lumpur.


Throughout the course, participants engaged in a diverse curriculum aimed at strengthening diplomatic knowledge and skills. Key modules included Introduction to Malaysia, Malaysia’s Foreign Policy, International Negotiations in ASEAN, Public Diplomacy in Foreign Policy, and Strategic Leadership and Communication. These sessions, led by prominent experts, offered insights into Malaysia’s approach to diplomacy and equipped participants with practical tools for effective communication and negotiation in the international arena.


In addition to the classroom sessions, participants had the opportunity to explore Malaysia’s administrative and cultural sites. Visits to significant landmarks in Putrajaya, Kuala Lumpur, and Genting Highlands including Central Market and KL Tower, have provided participants with a unique glimpse into Malaysia’s rich cultural and diplomatic heritage.


Throughout all the sessions, participants demonstrated strong commitment and enthusiasm, sharing positive feedback on the program’s relevance and practical benefits. On the final day, the program concluded with a Closing and Certificate Presentation Ceremony. YBhg. Dato' Syed Bakri Syed Abdul Rahman, the Director General of IDFR, delivered the closing remarks, joined by the Ambassador of Timor-Leste, H.E. Lisualdo Gaspar. Representing the participants, Dr. Terlinda da Conceição Barros, General Director for Hospital Services at the Ministry of Health Timor-Leste, expressed gratitude and highlighted the invaluable experiences gained. This training course reflects IDFR’s commitment to fostering international cooperation and capacity-building in diplomacy, reinforcing strong bilateral relations between Malaysia and Timor-Leste.
