DiD Opening Ceremony 2023

A total of 18 participants embarked on the Diploma in Diplomacy (DiD) 2023 journey at the opening ceremony on 8 May 2023 held at the Institute of Diplomacy and Foreign Relations (IDFR). YBhg. Dato’ Dr. Shazelina Zainul Abidin, the then Director General of IDFR set the tone with inspiring remarks. The Oath, a symbol of commitment was recited and signed by all participants. The Centre for Languages and Cultural Diplomacy (CLCD) added excitement for the participants as they were briefed on foreign language and English courses. The ceremony concluded with unity captured in a group photo and a guided tour of the IDFR premises.


The Diploma in Diplomacy (DiD) is an annual flagship programme of IDFR to expose junior Administrative and Diplomatic Officers from the Ministry of Foreign Affairs and Prime Minister’s Department to various angles of diplomatic affairs and international relations prior to their first assignment abroad.

Who can use IDFR Library The IDFR Library serves the staff of IDFR, course participants and researchers. However, researchers are needed to accompany by any guarantee letter from their organization. Opening Hours 1. May I know the Library Opening Hours ? Monday - Friday 8.00am - 4.00pm Friday 12:15pm - 2:45pm (Closed) *Closed on Saturday, Sunday and Public Holiday Borrowing And Returning 1. How can I renew my book ? Please inform the library staff on duty at the counter service to renew any books on your loan. 2. Can I make books reservation through online ? Yes, you can make reservation through online. For detail please contact our staff on duty. (603-2149 1057/ 1064). 3. How long I could keep book borrowed ? You can keep that book (3 days to 21 days) depends on your course duration and types of book borrowed. Please refer to Loan Eligiblility on Memberships. Inter Library Loan 1. What is Interlibrary Loan? You need to ask library staff to make a request for ILL through the Union Catalogue of Malaysia Portal (KIK). Before requesting any Interlibrary Loan, please check the Library Catalogue (OPAC) to verify whether IDFR Library does not own the material or the status is on loan/missing/lost. You also are preferable to determine which institutions that have the materials requested via the Union Catalogue of Malaysia. 2. Who is eligible to use Interlibrary Loan service ? Currently course participants and IDFR staffs may use the Interlibrary Loan (ILL) services. 3. How do I request for an Interlibrary Loan? You need to ask library staff to make a request for ILL through the Union Catalogue of Malaysia Portal (KIK). Before requesting any Interlibrary Loan, please check the Library Catalogue (OPAC) to verify whether IDFR Library does not own the material or the status is on loan/missing/lost. You also are preferable to determine which institutions that have the materials requested via the Union Catalogue of Malaysia. 4. Is there a limit on the number of requests that I can submit to ILL at one time? How many items can I borrow at a time ? You are allowed to borrow only 2 items at one time. 5. How long will it take to receive my request? On average, books take 5 to 14 days to arrive depending upon the lending library and location of the library. However, any request which is difficult to obtain, it may take longer time to arrive. 6. How will I know that my requested ILL material has arrived, and where do I pick it up? All requestors are notified by the library either through e-mails or by phone. Please ensure your contact numbers or email address are currently updated. You can pick or collect the materials at the Counter of First Floor during office hours (Monday- Friday). Library Facilities 1. I want to use a PC in the library. Where can I get this facility? Do you have word processing facilities too? Please inform the library staff on duty at the counter service to renew any books on your loan. 2. Can I surf the Internet facilities if I bring my own laptop to the library? Yes, you can make reservation through online. For detail please contact our staff on duty. (603-2149 1057/ 1064). Library Collections and Resources 1. Where can I find magazines and journals ? Please inform the library staff on duty at the counter service to renew any books on your loan. Library Catalogue (OPAC) 1. What is OPAC? OPAC (Online Public Access Catalogue) is an online catalog of a library collection that is used to find books, CDs, video cassettes, DVDs and other resources in the library’s collection. The OPAC tells you the location, status and collection type of a library material that available in our library. 2. Where can I access OPAC? Library users can access it at the computer terminals within the library, or through URL, http://webopac.kln.gov.my/webopac 3. How do I find printed material in the library? To find printed materials in the library, please search through our library OPAC at URLhttp://webopac.kln.gov.my/webopac Then you have to write down the call number and go to the correct shelf to retrieve the book. Please refer to any staff available if you need any assistance. 4. Which search option should I use in OPAC? • Search: A search using only one search term at a time. The types of search terms are by Author, Title, or Subjects. 5. How can I check my borrowing record? You can always check your borrowing record by login at “Account Login” in the OPAC interface. Please refer to our staff on duty at the counter service to know your username and password. You can check your profile, book reservation and books being borrowed. 6. Although the book I am looking for is shown in the catalogue as available, it is not on the shelf. What should I do? The book in question is probably being used by another user in the library. If you couldn’t find it after several attempt of searching, refer to library staff for help. Otherwise, check the shelves for a few times and over few days to allow it to be reshelved. If you are still unable to find it, please refer to library staff. 7. How can I reserve a book that is currently borrowed by another user? When you find the book you are looking for is on “On Loan” status in the our catalogue, you can reserve it online by clicking on the button “Request” after you click on the title, and follow the instructions. When the reserved item is available for you to borrow, you will be alerted by email and the book will be held for a week at the Lending Counter. However, you will not be able to reserve a book if you have any block record on your Library Record.
